My pigeon seems to have a lame foot! Ideas on causes?

my pigeon is about 1 month old now and has not started to walk yet. we wondered why and noticed that he has a lame foot. it is turned inwards and he does not seem like he can move it at all. we have another pigeon in the coup with that same problem. any idea what is wrong with the younger one? is the trait hereditary?
